Annual report of the Competition Council

On Friday, 14 November, as every year, the CCIPR was invited to the presentation of the annual report of the Competition Council on the state of competition in the key sectors of the economy.

The event took place at the “Carol I” Central University Library and was attended by the Presidential Adviser for Economic Affairs Radu Burnete, the Minister of Economy Radu Miruță, the Minister of Energy Bogdan Ivan, and the presidents of various regulatory authorities.

In his opening speech, the President of the Competition Council, Bogdan Chirițoiu, underlined that the Romanian economy is still “under-concentrated” and that a consolidation of domestic capital is finally beginning to emerge.

At the same time, both in the introductory remarks and throughout the discussions, it was noted that, at a macroeconomic level, deficit-financed policies – exceeding 9% of GDP in recent years – have generated only very limited growth, around 1%. Consequently, different tools will be needed to support economic development.

These alternative instruments, made necessary by the current deficit level, will focus on “non-cash” mechanisms, such as guarantee schemes.

A particularly relevant observation, in addition to the specific points on the sectors discussed (energy and digitalisation), concerned the simplifications that the Council plans to introduce in the analysis and approval of foreign direct investments (FDI).

At the end of the event, the President of the Chamber, Roberto Musneci, stated:
“As always, we have witnessed an accurate and uncompromising analysis of the state of competition in Romania. The need to stimulate the economy while simultaneously reducing the deficit represents a significant challenge, and the simplification of FDI approval processes is a fundamental tool. The Chamber and our main investors remain optimistic about the opportunities available in Romania, despite the difficult moment the country is going through.”
