Institutional Meeting with Prime Minister Luca Niculescu at Victoria Palace

Institutional Meeting with Prime Minister Luca Niculescu at Victoria Palace

On 4 November, the Italian Chamber of Commerce for Romania attended a meeting at Victoria Palace with Prime Minister Luca Niculescu and several key Government Ministers, alongside representatives of the main foreign Chambers of Commerce and investor organisations operating in Romania.

At the heart of the discussion were the relaunch of the economy and the conditions needed to support investment: fiscal stability and predictability, structural reforms, and the restoration of business confidence.

On behalf of CCIpR, our President Roberto Musneci brought two concrete proposals to the Government's attention:

  • To consider support measures for SMEs and micro-enterprises, taking into account the difficulties these businesses are facing in the current economic climate.
  • To assess the feasibility of introducing a generalised VAT reverse charge mechanism (reverse charge). Although this system currently lacks a clear legal basis at EU level, the sectors covered by it could be expanded.

The meeting also addressed the abolition of the minimum turnover tax (IMCA), investment incentives, energy costs, and the digitalisation of public administration.

The Prime Minister identified economic recovery as the Government's main objective, emphasising the need to rebuild trust between institutions and businesses.

We would like to thank the Romanian Government for this opportunity to engage in dialogue. Together with the other organisations in attendance, CCIpR will continue to contribute to discussions with the institutions, bringing forward the needs and proposals of Italian businesses operating in Romania.
